Jack Goldwater, an agent from the Criminal Investigations Division of the IRS on loan to the Federal Air Marshal Service, identifies Yassin Salem as a possible terrorist, but his ID backfires and he's called before a U.S. Senate investigating committee and skewered by the ruthless Senator Red Kensington. Relieved of duty and returned to the IRS, Jack is asssiged as the federal receiver managing a legal Nevada brothel in tax default, where he meets the colorful madam, Lady Magdalene, relocated from New Orleans following the hurricanes. Meanwhile, Yassin Salem travels to a hidden Al Qaeda training camp in Nevada, where he meets Ali, an American Al Qaeda lieutanent, and gives him and another American Al Qaeda member, Muhammed, a mission to pick up a nuclear-bomb-sized crate in Mexico and transport it back to Nevada. While at the brothel Jack discovers that one of the ladies is an undercover al Qaeda operative, and that another federal agent is pursuing an investigation. Jack and this second agent pursue Yassin after he commits a murder to prevent the exposure of the rest of his cell, but through cleverness and boldness, Yassin manages to get away, making Jack once again look like a fool. With the help of Lady Magdalene and her women, Jack leads an operation to pursue Yassin before he can unload the nuclear-bomb-sized crate at Hoover Dam ... but there's a twist.
